Summary: to replace a broken sash tube or repair a vinyl track where it is broken at the top, you must remove the vinyl track from the wood frame.
Background:
If when you attempt to raise the inner window, it is difficult to lift and once lifted you see a string or elastic like shown below, you must remove vinyl track from wood frame.
If inner window is difficult to lift and you can see that the clip associated with the sash tube has broken out the vinyl track at the top, you must remove the vinyl track from the wood frame.
Tools needed:
Flat blade screw driver.
Kitchen flatware knife.
Remove vinyl track from wood frame:
Remove both windows from vinyl track. "Marvin Wood Double Hung Windows - How to Till In for Cleaning or Removal"
Set windows flat where it can not be stepped on.
Remove bumper guard at top of inner window track.
The bumper guard is simply pressed into place and can be lifted out easily with a flat blade screw driver.
Starting at top, insert a knife blade into the seam between the vinyl track and the wood frame and begin to prize up until you can see the edge of the vinyl track.
Now slowly slide the knife edge down the wood frame, lifting the vinyl track up and out of the frame.
If you have a large flat blade, like a paint scrapper, you can pry gently on the back-side of the frame and it will lift up.
Once you have the inner side of the vinyl track released from the wood frame, pull the vinyl track slowly from the bottom towards to other side of the frame ( the bottom of the vinyl track has an angle to it) and the vinyl track will come out of the wood frame completely.
Note that the outer side of the vinyl track does fit into the wood frame also but it is just a soft seal and when you lift out vinyl track, it should come easily out of the outer wood frame.
